If casting delay was dex dependant, then whats the post of cast time?
some spells have casting delay reduced by agi
This isn't an issue, but more or less like a person preference to make the game easier for yourself, so Deal with it.

Doesn't the Kiel card reduce cast delay? I think it does.

Beezlebub reduces casting time, Kiel casting delay. Two different things
