Thing is, the NPCs (hat brothers) who made most if not all of these hats are not around anymore. The only way to really get them is either from GMs who make the items, or people who already have them.
Yokumi; I have a few of these hats - I got paranoid and try to collect a bunch since I figured something of a vanishing nature would happen. I could trade for something similarly nifty, if you'd like, but I've no real need for zenny.

Letum Lux, You failed!!
The NPC to make these items are still in the game, but at their original IRO locations. To find them, find a IRO web guide, look for a New Hats quest, and look for their locations in that guide.
For example, the Old Blacksmith in Juno is the only NPC that makes the Evil Ears and Angel Ears. I find out this infomation in another website.
But what really helps, is what I download the qrRO Server 0.7, and I always take a look at the NPC folder and check in detailed if there is a NPC quest that I need and where it's location is at.
